INSPIRE Conference 2013: Draft programme published

The draft programme for the INSPIRE 2013 Workshops, parallel and poster sessions has been published on the INSPIRE Conference Site.
Details of the plenary sessions will be published soon.

New GCM version - including guidelines for implementing identifiers using URIs

A new version of the INSPIRE Generic Conceptual Model (GCM) - version 3.4rc3 (release candidate 3) has been published on the INSPIRE web site . This version is consistent with the draft amendment of the Implementing Rules for interoperability of spatial data sets and services that was adopted by the INSPIRE Committee on 8 April.

The new version of the GCM contains a new informative Annex on the implementation of identifiers using URIs in INSPIRE. The annex provides some background and guidance regarding identifiers and the deployment of URIs within INSPIRE for spatial objects and other resources such as code list values and coordinate reference systems. In addition, a FAQ page around implementing ids using URIs in INSPIRE has been set up at http://inspire.ec.europa.eu/ids.

Favourable opinion from INSPIRE Committee on INSPIRE Annexes II and III

We are pleased to announce that on 8 April 2013 the INSPIRE Committee gave a unanimous favourable opinion on the proposed legislation for the harmonisation and interoperability of 25 data themes in INSPIRE Annexes II and III. This is an extremely important milestone for environmental data management in the European Union. The proposal will now be submitted for the scrutiny of Parliament and Council.

The INSPIRE Team would like to thank all the members of the Thematic Working Groups and also those experts who participated in the consultation, testing and user requirements survey.

The "EU Shared Environmental Information System – Implementation Outlook" was launched on January 25, 2013

Policy-makers need better access to high-quality information about the environment, to use as evidence for policies aiming to improve the quality of the environment and to reduce impacts on it, while safeguarding human health. At the same time, the wider public – including citizens, business, academia and NGOs – needs regular, timely and credible information on the state of the environment in order to make conscious decisions and to be empowered to make changes.

Following on from the SEIS Communication adopted in 2008, this SEIS Implementation Outlook aims to identify any current shortcomings in the quality and flow of environment data and information and to stimulate further steps towards achieving an efficient and useful Shared Environmental Information System. Concretely, the aim is to foster improvements in the streamlining of EU reporting requirements, in the monitoring of information on the implementation of EU environment legislation, on public access to environmental information and on the participation of the public in the collection and dissemination of environment information.

Experts for Horizon 2020 Advisory Groups: Call for expressions of interest

The European Commission is widening its search for experts from all fields to participate in shaping the agenda of Horizon 2020, the European Union's future funding programme for research and innovation. The experts of the advisory groups will provide high quality and timely advice for the preparation of the Horizon 2020 calls for project proposals.

The Commission services plan to set up a certain number of Advisory Groups covering the Societal Challenges and other specific objectives of Horizon 2020. To reach the broadest range of individuals and actors with profiles suited to contribute to the European Union's vision and objectives for Horizon 2020, including striving for a large proportion of newcomers, and to gain consistent and consolidated advice of high quality, the Commission is calling for expressions of interest with the aim of creating lists of high level experts that will participate in each of these groups.

The call for expressions of interest will stay open for the lifetime of the Horizon 2020 programme. Experts can register at any time; however only those having expressed their interest no later than 6 March 2013 at 17.00, Brussels local time (CET) will be taken into account for the setting up of the first Horizon 2020 Advisory Groups. Expressions of interest received after this date will be taken into account for the renewal of groups at the end of each mandate.

Individuals in their personal capacity, representatives of collective interest groups and representatives of organisations can express their interest. Each advisory group shall be representative of the broad constituency of stakeholders, including industry and research actors as well as representatives of civil society, for the Horizon 2020 challenges/objectives concerned. The experts of the group will be designated in accordance with the Commission rules on expert groups.

Expertise is called for within the following areas:

  • Future and Emerging Technologies (FET)
  • Marie Skłodowska-Curie actions on skills, training and career development
  • Research infrastructures (including e-Infrastructures
  • Leadership in enabling and industrial technologies within the following areas:
  • Information and Communication Technologies (ICT)*
  • Nanotechnologies
  • Advanced materials
  • Biotechnology
  • Advanced manufacturing and processing
  • Space
  • Access to risk finance (debt or equity financing)
  • Innovation in small and medium-sized enterprises (SMEs)
  • Health, demographic change and wellbeing
  • Food security, sustainable agriculture, marine and maritime research and the bio-economy
  • Secure, clean and efficient energy (including nuclear energy)
  • Smart, green and integrated transport
  • Climate action, resource efficiency and raw materials
  • Inclusive, innovative and secure societies
